My crack-laden theory on that is that there are two interrelated paths of inquiry. Joe wants Steve to follow the one containing Pa McGarrett's investigation and finish what his dad started, but he doesn't want Steve to follow the interrelated path leading to whoever Joe was talking to on the phone, who my crack-laden guess is the not-so-dead Ma McGarrett. I think Joe was saying that Steve was getting too close to #2 while following #1.
