I can't believe the governor doesn't know. I mean, Danny goes to him for help and is refused, and then suddenly the entirety of Five-0 disappears for a couple of days (Korea isn't exactly next door), then they all suddenly show up again with Steve, who is sporting obvious injuries...

I'm sure the governor is going the route of plausible deniability in public, but there should have been some repercussions in private.
