Fact - it's not hard to find someone who will do anything if you put enough money in front of them

Fact - Money buys a hell of a lot of silence... and cooperation

Fact - When dealing with Super Powers anything is possible, especially when you have one who can practically make money, one who can heal anything, one who controls minds, and one who dreams the future and thus always sees it coming.

I'm not saying that it would have been easy - just possible.
Especially once you bring Arthur Petrelli on board.

I wish the show had done a better job of telling us how - and I'm still hoping that they will do that over time - but I don't believe that the fact that they didn't renders it impossible...
